Scarce early "Low Relief" issue that was found to be made of unsatisfactory design (relief was too low) and removed from production. The rest of the mintage was struck with better made "High Relief" dies instead. Estimated only about 50K to 100K (out of 1,472,000 total pcs. minted) were made with the "Low Relief" dies.
